My co-worker found a phoebe nest on the ground next to our office with two fledged chicks nearby and one chick almost ready to fledge. We let them be as the mother phoebe was on hand and watching attentively. Later, during a meeting, we could hear her outside the window anxiously chipping at them and occasionally flying down to them with food.
